yes. >> i am edward with the washington guardian. we saw secretary vilsack ordered his staff working with epa to rework the models for afforestation version of the u.s.. is that an indication we will see other steps by the epa, by the usda to avoid a showdown with senate democrats and do things to sweeten the pot or lessen the threat to their states' economies? >> the short answer is i hope so. this was a very tough issue at the end of the house debate over climate legislation in the agriculture committee demanded a set of concessions making it more likely that money for offsets would flow into the agricultural industry and that issue has continued to be very difficult in the senate. i thought it was very encouraging secretary vilsack and administrator jackson are collaborating on this and that they are focusing by the way on this same reforestation opportunity as a major place to produce offsets. any legislation that passes in the u.s. will create a demand for billions of tons of carbon offsets and most analysts to think that it wil

to continue being so washington. when we are in town, we spend a lot of time looking at polls and determining which party has the upper hand, and so on, and so on, and so on. that is their obsession. i am not a pundit. i am just the president. take that for what it is worth. i cannot believe the american people want us to focus on our job security. they want us to focus on their job security. all done here in washington. this morning congressman lamar smith, our colleague from texas, in a one-minute speech on the floor offered a series of lessons to be learned from yesterday's special senate election in massachusetts. he said, all true reform starts with a voice of the people. the people will not have a voice in a deficit commission established through an executive order. he also said that common sense triumphs partisanship. a commission through executive order negotiated by one party is the height of partisanship. the republican leadership in the house and senate have not been involved in this effort. he also said voters can exercise real independence. where is the voice of the people in a process that will not go beyond the beltway? in closing mr. smith correctly, i say correctly noted, that one party control leads to arrogance. we are seeing today an arrogance of power of our party that forecloses the minority from a seat at the table. to be fair, to be fair republicans were just as arrogant at tim

it is fair for us in washington, d.c., or is it fair for us in washington, d.c. to place them into a restricted designation without their consent? and also not knowing whether the consent exists or not? it is not only these 2,900 acres of dry land that's affected by this legislation. in addition, this bill includes the park associated submerged lands up to three miles territorial limits of the vigvig. fishing is pro-- of the virgin islands. fishing is prohibited. i hope this is not the impact of struggling fishermen, but it's a possibility that deserves attention and has yet to be addressed but would have if the feasibility study was completed. these would be questions that could be answered. if this legislation does move forward today, i hope the current landowners and their descendents are aware that the national park service will be zoning -- be now their zoning board. i'd like to know there is no willing seller provision in this legislation. and while a willing seller provisions are minimum at best protection, at least with this language congress is on record

the way things are running in washington, d.c. the truth is purposely hidden from the people and the question is why, why can't the people see through c-span what is taking place behind closed doors? because it's giving power to government and not to the people. and that's why we aren't being allowed to see what is taking place. it's about making the phrase we the people, changing that phrase to we the subjects and that's why we the people aren't allowed to see what is taking place behind these closed doors and in secret. spending, taxing, regulating and borrowing, that's what is taking place and nothing more than they won't tax. freedom is never more than one generation of extinction. it must be fought for, protected and handed on for them to do the same. one day, we'll spend our sunset years telling our children and children's children what it was once like in the united states where people were free. legislation, mr. speaker, especially the most important in recent years, health care should be done openly, openly so we can see
